Ummmm...the basics are just getting them onto your hard drive. Then? Use the "add image" icon (the one next to the spell check icon)in Blogger when you are adding a post. Then you click "browse" to locate where your pictures are on your hard drive, then click "upload image."
As far as moving them around and making some sort of design layout once you have them in your post? I'm still working on that. Sometimes they move where I want them too (via drag and drop)... and other times they just refuse to budge... hope this helps!
